University of Rawalpindi participated in “The Quality Compact” on Thursday, 30 July 2026, at the National Defence University (NDU), Islamabad. The university was represented by Prof. Dr. Fahim Arif, Dean, Department of Computing and Intelligence Systems, and Ms. Areej Ashfaq, Assistant Director, QEC.

The engagement focused on the effective implementation of the Pakistan Precepts, Standards and Guidelines for Quality Assurance in Higher Education (PSG 2023) and was organized by the Quality Assurance Agency of the Higher Education Commission (HEC) under the theme “From Conformity to Ownership: Empowering Institutions, Building a Resilient Quality Ecosystem.” It brought together senior leaders and quality assurance professionals from higher education institutions across Pakistan to discuss strengthening institutional quality practices.

During the event, discussions focused on moving beyond compliance-based quality assurance towards greater institutional ownership, evidence-based decision-making, continuous improvement, and organizational maturity. Participants explored the PSG 2023 framework, the PERLI model, institutional governance challenges, and the Q CIRCLE digital platform for continuous institutional review, classification, and learning.

The engagement also highlighted the importance of developing a stronger culture of quality within higher education institutions. Discussions around governance, continuous improvement, and evidence-based practices offered valuable insights into strengthening quality assurance across academic and administrative processes.

University of Rawalpindi’s participation reflects its continued focus on academic quality, institutional effectiveness, and accountable governance. The insights gained from the engagement will contribute to the university's efforts to strengthen quality assurance practices and foster a resilient, sustainable, and improvement-oriented institutional culture.
